Displacement Tracking Matrix Highlights Increased Cross-Border Incidents and Internal Displacement in Lebanon

The International Organization for Migration (IOM) has released its latest Mobility Snapshot – Round 72, covering the period from 11 to 15 January 2025, as part of its ongoing monitoring of population movements in Lebanon. The Displacement Tracking Matrix (DTM) has been conducting daily assessments since October 10, 2024, in response to the growing displacement triggered by escalating cross-border incidents between Israel and Lebanon since October 8, 2024.

The International Organization for Migration (IOM) conducts daily monitoring of population movements to support preparedness and response efforts. This work is carried out in partnership with the Disaster Risk Management Unit, technically supported by the United Nations Development Programme, to triangulate and verify data from IOM’s mobility tracking exercise and the Lebanese Red Cross household registration exercise. Mobility Tracking data indicates that 871,859 internally displaced persons (IDPs) have begun returning to their communities. Given the complexity and fluidity of population movements in the country, these observed returns cannot be considered permanent and should be viewed as a snapshot in time, as many people remain on the move.

The monitoring initiative aims to track population movements and provide actionable data to inform preparedness and response strategies. The recent increase in cross-border incidents has led to the displacement of people within Lebanon, particularly in the South and other affected areas.

This comprehensive exercise underscores IOM’s commitment to supporting effective humanitarian planning and intervention by delivering up-to-date, reliable data.

Key Findings:

  • Total Displaced Individuals: 113,578 (53% female, 47% male).
  • IDPs by District of Arrival:
    • Saida: 29,077
    • El Nabatieh: 19,508
    • Sour: 14,661
    • Aley: 12,066
    • El Meten: 7,313
  • 73% of IDPs are concentrated in five districts: Saida, El Nabatieh, Sour, Aley, and El Meten.
  • Shelter Types:
    • 56% of IDPs reside in rental housing.
    • 39% live in host settings, including collective sites.
    • Less than 1% are self-settled in makeshift shelters.
  • Collective Sites: 3,833 IDPs are housed in 41 registered collective sites (source: DRM/LRC).

Displacement Patterns:

  • 51% of IDPs have relocated outside their governorates of origin.
  • Governorates of Origin:
    • 64% (72,324) of IDPs originate from El Nabatieh governorate, with 62% displaced beyond its borders.
    • 28% (31,614) of IDPs originate from the South, with 69% displaced internally within the governorate.

IDP Returns:

  • Returned IDPs: 871,859 individuals have returned to their communities.
  • Top Districts of Return:
    • El Nabatieh: 259,066
    • Sour: 169,323
    • Baalbek: 152,314

Displacement Demographics:

  • 35% of IDPs are under 18 years old.
  • Female adults constitute 35%, while male adults make up 30% of the displaced population.

Methodology:

The Displacement Tracking Matrix uses a combination of face-to-face and remote data collection methods, engaging over 50 enumerators and 1,500 key informants, including government officials and community representatives.

This report aims to provide timely and reliable data to support preparedness, response planning, and resource mobilization by humanitarian stakeholders.
